I think that Batman has come up against a problem that is outside of his ability to solve. Bruce has a deep seated need to help and save everyone. But he is not rich enough, not powerful enough, not smart enough to save his city, his people from this disaster. He is mentally in the same position he was in physically before Bane broke him. He is pushed beyond his limits and is feeling that he can’t do enough. This earthquake may be the first unbeatable enemy Batman has ever faced.
